There is a pretty good program, paid for, that sysadmins can use to block internet access for network clients.

Here is how to by pass it.
A long while ago 1 of my companies employees used to spend too much time surfing and not enough working. The boss man desided to kill his net access. So sysadmin installs 'Intrnet Lock' and locks his PC down.
Jump forward a few years.
The PC has been re-allocated and requires internet access. Only 'Internet Lock' is still installed and doing it's job.
Que, let's unlock it, only no one can remember the password.
So, lots of people have a go at unlocking it. This is how.
Id it's running processes(there is no spoon)
Stop them from running at start up.
Then delete them,
Then go here: http://www.toplang.com/internetlock.htm
Download the latest version and install. Set to block everything, then unblock everything.
Jobs a good-un.
